As far as "actual plot development", they developed Ramsay's character, introduced Reek, and initiated Yara/Asha going to try and rescue Theon. Those seem like actual plot developments to me. The books aren't finished. For the most part, they go up through the end of season 5 of the tv series. There are some remaining things from the books (and also winds of winter preview chapters) that are covered in season 6.
