open the unpacked "Radio Downgrader" folder again. open the "optionals" folder. select one of the three available options that you want to install. copy the "update" folder into your GTA IV main directory. (\steamapps\common\Grand Theft Auto IV\GTAIV)
There are in-game cheat codes you can use for certain things, but there is absolutely no reason to play this for 100%. Stay away. GTA IV Complete Edition: 101.6 hours. Another stupid trip down memory lane. This is a dated game with unbelievably poor performance and stutters.
The DLC is way more fun to mess around in the the original game. TBOGT you get way cooler weapons and can BASE Jump. In the Lost and the Damned you get to be part of a Biker Gang, which is Fuck as Fuck.
